Synopsis:
In August 2000, the pride of the Russian navy and its 118 crew members lay at the bottom of the Barents Sea. The unthinkable had happened. The Kursk, the world's most technologically advanced nuclear submarine and flagship of the Russian Fleet had sunk. The Kremlin's explanation was that it was caused by an accidental explosion of an old fashioned torpedo. This version was readily accepted by the Russian and international press. However, the real causes of the tragedy have never been exposed. Until now. After a long investigation, A Submarine In Troubled Waters unveils the contradictions, lies and secrets created by the authorities at the time and reveals a more disturbing story involving a collision with an American submarine and the hostile firing of a torpedo. Mystery surrounds the tragedy - why were there so many foreign submarines in the area that day? Why were Chinese military officials present? Why did the rescue effort take days to begin and what was CIA Director, George Tenet, doing at the Kremlin immediately after the sinking when no chief of the CIA had even been to Russia before? 'A Submarine in Troubled Water' asks if the crew of the Kursk were sacrificed in a game of geo-political brinkmanship and reveals the high-stakes strategies now being played out between Russia, the USA and China in a post cold war world.

Just when you think you understand the way the world works, along comes a film like Kursk: Submarine In Troubled Waters to disturb your complacency. This astonishing documentary takes a look at the sinking of the Russian submarine Kursk on August 12, 2000, an accident that was inevitably attributed to an accidental explosion caused by a faulty torpedo. In the immediate wake of the accident, Russian naval officers attributed the sinking to a torpedo strike from a U.S. Navy sub, an accusation that was designed to cover up their own carelessness and ineptitude. The thesis of this film, however, is that the admirals were right all along: American subs were shadowing the Kursk during its Barents Sea exercises, and (intentionally or otherwise) rammed and then torpedoed it. The film is damning and its evidence overwhelming: only hurried talks between Vladimir Putin and Bill Clinton kept the world from a catastrophic nuclear war. Another reminder that one should never, EVER take what politicians say at face value.

Jean-Michel Carre's documentary The Kursk: A Submarine In Troubled Waters examines the events surrounding the sinking of the Russian nuclear submarine that gives the film its title. The filmmakers examine physical evidence that seems inconsistent with the official explanation of how the tragedy occurred, and pose provocative questions about the possibility of the United States being somehow responsible.
