Synopsis:
Jack Higgins' master spy, Sean Dillon, is back in another hair raising adventure! As Hong Kong prepares to be restored to China in 1997, powerful business interests including the Mafia will do anything to stop this happening. In London, Brigadier Charles Ferguson (Ken Cranham), head of the Prime Minister's personal action unit, and his assistant Inspector Hannah Bernstein (Deborah Moore), have learned of the existence of the mysterious Chunking Covenant, a long lost document signed in China in 1944 by Mao Tse Tung and Lord Mountbatten. In return for arms and assistance in his country's war with Japan, Mao agreed to extend the Hong Kong treaty by 100 years if he ever came to power. Sean Dillon (Rob Lowe) is coerced by Ferguson and Bernstein to help them prevent the document from falling into the hands of Carl Morgan (Jurgen Prochnow), a suave henchman for the Mafia. The story accelerates with deadly momentum, climaxing in a shocking display of violence at the Scottish castle known as Loch Dhu, or 'Place of Dark Waters'.

When they learn of a secret covenant on the status of Hong Kong signed by Mao in 1944, Chinese factions, the British government, Hong Kong businessmen, AND the Mafia all try to be the first to take hold of it. Tough man Sean Dillon, pressured by Brigadier Ferguson into working for the British, does it his own way. But we see a new twinkle in his eye when he looks at sweet Su Yin... And can it be that pretty Inspector Hanna Bernstein is beginning to grow fond of Sean?
