Synopsis:
To escape arrest, small-time bookie Steve Boland (Charles Bronson) joins the army. Soon he figures that he'd have been better off in jail: an unrepentant foul-up, Boland just can't seem to get in step with military protocol. All this changes when Steve falls in love with level-headed Ilsa (Violet Rensing). In a thoroughly out-of-left-field plot development, Steve becomes a hero when acting upon Ilsa's warning that there's a communist plot afoot to assassinate President Eisenhower! The trade magazine Variety observed that the banality of When Hell Broke Loose could be gauged by the fact that two of the characters are named "Brooklyn" and "Jonesey."

World War II melodrama concerning a tough GI who finds a reason for living while helping to forestall a Nazi attempt on Eisenhower's life.

Near the end of the war in Germany, GI Steve Boland, a self-described "sharp-operator", meets a German girl, Ilsa, and they fall in love. Ilsa's brother Karl, whom she has not seen in three years, and his fellow-Nazi Ludwig visit Ilsa. Karl proudly informs her that he and Ludwig are "Werewolves", a group of Nazi assassins parachuted behind Allied lines for the purpose of killing Allied High Command officers. She and Steve go to Army Intelligence with they information, where Steve is immediately arrest for being A.W.O.L. Captain Melton of Army G-2 intervenes on Steve's behalf, as G-2 has had a suspicion about the existence of the "Werewolves" but no concrete info before now.
