Synopsis:

The corrupt politician class, which is dominated by men, dislikes wise Mandarin (Paul Wegener). In order to do something, he asks two women to create their own party to actually achieve the majority. But the work does not advance, because the new party lacks political objectives. It comes to a big controversy, which Mandarin wants to resolve. He calls on all involved to reason and for reconciliation.
