Synopsis:

The mudlark is Andrew Ray, an illiterate London street urchin of the mid-19th century. Having seen a picture of Queen Victoria on a coin, Ray determines to meet the Great Lady, and to that end he sneaks into Windsor Castle. Victoria (Irene Dunne in a padded costume) has sequestered herself in the castle since the death of her beloved Prince Albert, and has refused to make any public appearances, much to the consternation of Prime Minister Disraeli (Alec Guinness). When the boy breaks into the Queen's sanctorum, her courtiers are convinced he's part of an assassination plot. But Victoria is regenerated by the boy's natural good humor, and for the first time in a long time she emerges from mourning to see her loyal subjects again. Filmed in England, The Mudlark not so much an historical drama as it is an acting lesson from such masters as Irene Dunne, Alec Guinness, and Finlay Currie (as a kilted Scotsman).

'Mudlarks' are street children who subsist by scavenging on the banks of the River Thames. Little Wheeler, an orphan, discovers a medallion of Queen Victoria. An older friend explains that 'she is the mother of all England,' and Wheeler promptly sets out to meet her. But Victoria has shut herself away in her palace for the last thirteen years, in mourning for her dead husband. Wheeler's mis- adventures in the palace coincide with Disraeli's attempts to convince her to end her seclusion. Amazing performance by Irene Dunne.

In 1875 London, young Wheeler, who lives by scavenging, finds a cameo of Queen Victoria which he thinks so beautiful he risks his life to save it. Possessed of a desire to see the Queen, he slips past the Beefeaters and wanders about Windsor Castle, just when a state dinner is in preparation. Meanwhile, prime minister Disraeli is struggling hard to persuade the Queen to end her long seclusion
