The rightful heir is Prince Yorikata, supported by the retainer Oribe Hida and guarded by six Kish? Ninja. Opposed to him is another retainer, Nait? Daigaku, who wants to put Yorikata's younger brother Yoshitsuna in his place so he would be the regent and thus control Kii. Nait? eventually wants to also assassinate Ienari and install Yoshitsuna as the 12th shogun and thus control the entire country. To this end he employs the Negoro Ninja, led by Gary?d?shi (played by Yoshio Yoshida), to carry out his plans, while Shintar? and Tonbei aid Yorikata and the Kish? Ninja.

The new Lord of Wakayama is in serious danger following the death of the Lord of Kii. Shintaro is sent to the region to investigate the political unrest, but he faces the highly skilled Negoro clan on his way. Poisoned tea, spell-casting and a plot to assassinate a young shogun are all part of NINJA TERROR and even poor Tombei faces uncertain danger. Originally aired in Australia in 1965, NINJA TERROR is unique in that Shusaku does not appear!
