Synopsis:
Timothy Hutton stars in this rabble-rousing movie in the tradition of Rocky, directed by Bob Clark. Hutton plays Jimmy Lynch, the younger brother of New York City firefighter Terry (Robert Urich). Terry is off-duty and has been drinking but rescues a young girl for a dangerous fire. When he injures himself in the fire and is hospitalized, New York City refuses to pay for his medical expenses because he was intoxicated during the rescue. Incensed that Mayor Tyler (Robert Culp) refuses to look

Jimmy Lynch is angry because his older brother, who was injured as a result of an off duty fire rescue, is denied benefits by the city. At the same time, Mayor Tyler is embroiled in a political scandal that he denies all previous knowledge of. Jimmy begins painting 'Tyler Knew, Turk 182' as an embarrassment to the mayor. The mayor is furious at this grafitti appearing all over the city and orders the police to find the artist. Jimmy's 'Turk 182' spraypaints continue to appear.

Comedy drama about a graffiti artist, who signs himself Turk 182, and his fight against bureaucratic injustice, and a corrupt Mayor of New York, when the city refuses aid to his fireman brother after he is injured rescuing a child from a burning building.
